This is The Chimbley Sweep! I wanted to draw him cause he's one of my faves charas in the Law of Talos tournie XD I got this pose from one of 
's flash animation (round 1 Karl vs Mizuno) he was only in there for a few seconds but it made me laugh! 
He belongs to 
I DO NOT OWN HIM! (But I'm secretly going to steal him away from the other fangirls, give him a bath and adopt him! *insert evil manical laugh here*)
